William L. (Bill) Litchfield
President/Chief Executive Officer

Bill Litchfield has over twenty-one years of experience as the premier builder of commercial/industrial projects in Nevada County specializing in public contracting and design build. Bill Litchfield Construction Inc., holds a 30% market share in its home county. A major asset to his clients is his expertise in value engineering and constructability analysis. He has developed very cordial working relationships with planners, building officials, and utility representatives which enable him to expedite his client’s projects during the initial stages. He has also provided expert witness testimony in various legal proceedings. Bill Litchfield is a two-term past president of the Nevada County Contractors’ Association and serves on the board of the Nevada County Housing Development Corporation, a non-profit organization dedicated to providing affordable housing in Nevada County.

Abe Toor PMP
Senior Project Manager

Starting as a laborer in 1980, Abe worked up through the carpentry trade and currently brings over 20 years of experience managing and supervising commercial and mixed-use projects with a total value exceeding $250m.

Joining BLC in 2016, Abe leads each project to assure accurate estimates, contracting and scheduling, rigorously safe job sites and rapid closeout to meet or exceed every project constraint.

His outstanding reputation in the construction industry is built on honesty, expedience and an excellent work ethic. Along with a lifelong commitment to rock climbing and the outdoors, Abe has extensive experience in helicopter aviation and marine vessel pilotage.

He graduated Diablo Valley College in 1992 with a certificate in Construction Management and Supervision, holds CA General A & B Licenses and is currently a registered and certified Professional Project Manager (PMP) with the Project Managers Institute of USA.

Stacy Crosson
Office Manager

Stacy Crosson is the backbone of BLC administration and office management. With more than a decade of bookkeeping, human resources development and technical administrative experience, she manages our front and back office with impeccable attention to detail. Specializing in certified payroll, submittal and change order processing, subcontract administration, pay applications and invoicing, Stacy’s role in our public contracting administration is critical to our success.

A registered Notary Public, Stacy holds Administrative Assistant and Front Office certifications and has AS Social and Behavioral Science and an AS Natural Science from Sierra College in Rocklin.
